NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Town of Centerville.

REQUEST FOR RELEASE OF FUNDS

On or about April 3rd, 2019, the Town of Centerville will submit a request to the Tennessee Department of Economic and Community Development for the release of Block Grant Funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as

Emergency Water Connection for the purpose of Constructing an 8-inch water line connecting the Centerville Water System to the Columbia Power and Water System via directional bore at the Duck River near the Williamsport community. The project will cost $300,000 ($264,000.00-HUD/$36,000.00-Town).

FINDING OF NO SIGNIFICANT IMPACT

The Town of Centerville has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at 102 East Swan Street Centerville, TN 37033 and may be examined or copied weekdays 8:00 A.M to 4:00 P.M.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the Centerville Mayor's Office All comments received by 3/26/19 will be considered by the Town of Centerville prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The Town of Centerville certifies to the Tennessee Department of Economic and Community Development that Gary Jacobs in his/her capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Tennessee Department of Economic and Community's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Town of Centerville to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

The Tennessee Department of Economic and Community Development will accept objections to its release of fund and the Town of Centerville certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Town of Centerville (b) the Town of Centerville has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the Tennessee Department of Economic and Community Development; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Tennessee Department of Economic and Community Development, Community and Rural Development, 312 Rosa L. Parks Avenue, 27th Floor, Nashville, Tennessee 37243- 1102. Potential objectors should contact Community and Rural Development to verify the actual last day of the objection period.

Final Notice and Public Explanation of a Proposed Activity in a 100-Year Floodplain

To: All interested Agencies - Federal, State, and Local - Groups and Individuals This is to give notice that the Town of Centerville under CFR 24 Part 58 has conducted an evaluation as required by Executive Order 11988 and/or 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain and wetland will have on the human environment for a Community Development Block Grant under B-18-DC-47-0001. The proposed projects are located near the Williamsport community, Hickman County, Tennessee. The project is for a directional bore under the Duck River to connect Centerville Water System to Columbia Power and Water System. Less than one acre of floodplain will be involved. Centerville has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: In order to properly gage and reduce infiltration and inflow, the city must rehabilitate the existing system. Alternative 1. Not completing the work in the floodplain. This alternative was rejected as it would not assist customers already living within the floodplain and construction within the floodplain would not hinder floodplain values. Alternative 2. Connecting to another system, this alternative was rejected as no other nearby systems can supply Centerville with enough water in an emergency event. Alternative 3. Not completing the project at all. This alternative was rejected as the project proposed will not impact floodplain values. Boring under the river will allow floodplain areas to continue serving their purposes. In order to minimize the impact to floodplain values, construction will occur during favorable weather conditions and soils will be replaced immediately after construction. Centerville acknowledges compliance with state and local floodplain protection procedures. Centerville has reevaluated the alternatives to building in the floodplain and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 and/or 11990, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. This activity will have no significant impact on the environment for the following reasons: The project will have no significant impact to the floodplain as there will be no disturbance or changes to floodplain values. Work conducted within the floodplain will be to previously disturbed sites. There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
